In a house
One of the best shelters to to proceed to during a tornado would be your basement. It is the lowest as well as the most stable part of the home that you can go to to avoid the incoming debris that might fall during a tornadoes wake. Above ground, choose an area that is as far away from windows as possible.
In an office, building, hospital or skyscraper
When you find yourself outside when a tornado strikes, try to find the nearest possible building to take shelter on. In most buildings, the restrooms usually offer the best protection since they are made with more concrete blocks.
In a car
When inside a car, try to get out as quickly as possible from it when in danger of an incoming tornado. The car won't provide a safe place for you to take shelter in since it might easily be hurled away by the strength of the tornado.
In the open outdoor
