If required, only the operating system should be reinstalled.

For data storage devices, a more extensive action should be done of getting rid of files and data totally erased. Deleting them might not do since there can be ways to retrieve deleted files and data. Instead of the delete button, a disk wiping utility might be used in order to totally erase the files from these devices before safely disposing them.
